You can also bench test this with 12 volts. I've even used a 9 volt battery. When the fuel solenoid sees power the plunger retracts allowing the fuel to flow. Line is getting only 11.5 volts when key is turned on, then 12 volts for a few seconds when key is turned off. solenoid doesn't seem to click when key is turned on but vibrates in my hand for 3 seconds when key turned off. It doesn't have a plunger I can see must be a new design.
